On January 13th, the project implementation plan review meeting for the “Fourteenth Five-Year” National Key Research and Development Program project titled “Key Technologies and Applications for Integrated Protection Against Nature-Based Marine Dynamic Disasters (2023YFC3007900)” led by Professor Jinhai Zheng was held at our university. The project team consists of members from ten institutions, including Hohai University, Ocean University of China, the Marine Disaster Mitigation Center of the Ministry of Natural Resources, Zhejiang Institute of Hydraulics & Estuary (Zhejiang Institute of Marine Planning and Design), the Third Institute of Oceanography of the Ministry of Natural Resources, Dalian Maritime University, the Pearl River Water Resources Commission’s Pearl River Hydraulic Research Institute, Ludong University, CCCC Water Transportation Consultants Co., Ltd., and the China Railway 22nd Bureau Group Co., Ltd. The project aims to break through the key challenges of “coordinated disaster reduction” between flexible measures and hard protection in the coastal zone, innovating sustainable and scalable integrated protection technologies against marine dynamic disasters for application in major natural disaster prevention and public safety, thereby providing scientific and technological support for the implementation of the Safe China strategy.
The meeting was attended by Hongwu Tang, the Secretary of the Party Committee of Hohai University. Guidance was provided by notable experts including Yiming Shao, the project director at the China 21st Century Agenda Management Center; Chunjing Liu, Director of the Marine Early Warning and Monitoring Department of the Ministry of Natural Resources; and Academician Huajun Li, Academician Hongwu Tang, and Academician Ya’an Hu from the expert consulting group.
Hongwu Tang, representing the organizing unit, delivered a speech, extending a warm welcome to the attending leaders and experts. He expressed gratitude to the China 21st Century Agenda Management Center, the Marine Early Warning and Monitoring Division of the Ministry of Natural Resources, and all collaborating units for their support and trust. He stated that the project team led by Jinhai Zheng possesses strong scientific research capabilities and extensive experience in technology demonstration and promotion. He believes that the project research team will successfully achieve the established goals, generate a series of innovative and demonstrative results, and make greater contributions to China’s major natural disaster prevention and control efforts. Meanwhile, as the leading unit of the project, Hohai University will actively provide effective support and guarantees for all relevant collaborating units, creating favorable conditions for achieving project goals at a high level of quality.
During the review meeting, the project and topic implementation plans were presented. The attending experts offered valuable opinions and suggestions on data sources, parameterization schemes, technical increment implementation, and application in demonstration scenarios. They unanimously agreed that the project implementation plan has clear objectives, the evaluation methods are scientifically reasonable, the project organization and management system is sound, the measures are feasible, targeted, and the risk analysis and response plan are complete. It meets the requirements of the national key research and development plan’s major special project management, and they agreed that the implementation plan can be approved after revision and improvement, serving as the basis for project implementation.
